Incident Bulletin 9th February 2024

The Incident Bulletin is sent once a week, when there are major incidents to report affecting postal distribution.

This week’s bulletin contains information about France, Japon, Turkey, Norway, Belgium, Italy, Chile and China.

France

Reported: February 5, 2024
Incident: Industrial action in Mayotte

France, La Poste Group, informs that, owing to industrial action in Mayotte, parcel-post and EMS services to and from the archipelago have been suspended since 29 January 2024.

Additional delays are therefore likely for the transport, collection and delivery of parcel-post and EMS items already sent to Mayotte.

Japon

Reported: Febvruary 5, 2024
Incident: Interruption of EDI transmissions

Japan Post Co., Ltd, informs that the transmission of EDI messages will be interrupted from 22.00 JST (UTD+9) on Saturday, 10 February to 6.00 JST on Sunday, 11 February, because of maintenance work on its tracking system. Japan Post will ensure that all EDI messages that should have been sent during the interruption are transmitted as soon as the system is back online.

Turkey

Reported: February 6, 2024
Incident: Back to normal

Further to EmIS 22/2023, Turkish PTT Corporation, informs that the situation has returned to normal, and all postal operations in the southern and south-eastern regions of the country have resumed.

However, delivery of letter-post, parcel-post and EMS items is still not possible in the affected areas in the event that premises of addresses given for delivery are destroyed/damaged, or if the recipients have left the address as a result of the earthquakes. Undeliverable items will be dealt with in accordance with the applicable provisions in the UPU Acts.

Norway

Incident: Construction at NOOSLB until 25 February

We would like to raise awareness of internal construction work at NOOSLB the next coming three weeks, and this may cause some disturbance in our sorting and registration of events. We will improve our sorting machines and lots of operations and capturing of events will be done manually until 25th February.

Belgium

Reported: February 7, 2024
Incident: Strike

Belgium, bpost informs that it has received notification of a strike that is scheduled to start at 22.00 CET on 7 February and to end at 22.00 CET on 8 February 2024.

It is very likely that the strike will affect the workforce available at the bpost international sorting centre and within the domestic sorting and distribution network. As a result, bpost expects disruption with regard to the receipt of international shipments, as well as the transportation, collection and delivery of all mail (letter-post, parcel-post and EMS items).

Delays are therefore to be expected in the processing and distribution of all mail throughout Belgium.

Italy

Incident: National Strike on February 9th 2024

Poste Italiane, informs that some Italian unions have confirmed a 24-hour strike, commencing at 00.01 CET on 9th February 2024, involving ground handlers and other airport services personnel in Milan Linate and Milan Malpensa airports. There is a risk of delays/cancellations of non-guaranteed flights.

Although mitigation measures will be adopted in our facilities, depending on the participation in the strike, disruption may occur over the weekend, and until February 12th or 13th 2024.

Incident: Fires

CorreosChile, informs that its operations in the Valparaíso region are currently disrupted by a number of fires.

Shipments to and from the Valparaíso region will be delayed by at least 24 hours. The following areas will not have home delivery services until further notice:

China

Reported: February 8, 2024
Incident: Problems with ITMATT messages

China Post, informs that it has been experiencing unexpected disruptions during the upgrading of its IT system as of 4 February 2024. Specifically, there is an error associated with the city information of the recipient in ITMATT messages: the sender’s city information is mistakenly transmitted to destination countries, instead of that of the recipient. The specific field concerned in the ITMATT message is “item.parties.addressee.postal-address.locality.name”. This situation is affecting all product types (letter post, parcel post and EMS).

The IT team has been working to resolve the problem and will transmit correct ITMATT messages to all designated operators during the night of 7 February 2024 (local time). Post would like to kindly request that these new ITMATT messages be relayed to the respective customs authorities for customs inspection and clearance purposes and/or that the information on the item labels (CN 22/CN 23/CP 72) be consulted for final delivery.
