Incident Bulletin 26th March 2024

The Incident Bulletin is sent once a week, when there are major incidents to report affecting postal distribution.

This week’s bulletin contains information about Kazakhstan, Greece, United Arab Emirates, Suriname, Belgium, Sudan, Italy, Mauritius and Senegal.


Kazakhstan

Reported: April 16, 2024
Incident: Flooding

KazPost, informs that severe weather conditions caused floods in the regions of
Aktobe, Kostanay, Akmola, Atyrau and North Kazakhstan, with 20 local emergency
situations declared within the flood zone since 29 March 2024.

As a result, the collection and delivery of all inbound and outbound mail
(letter-post, parcel-post and EMS items) were disrupted for postal codes
02****, 03****, 06****, 09****, 11**** and 15****.

Greece

Reported: April 16, 2024
Incident: Strike

Hellenic Post, informs that the Confederation of Greek Workers announced a 24-hour strike on Wednesday, 17 April. This action affected both international and domestic mail collection and delivery (letter-post, parcel-post and EMS items).

United Arab Emirates

Incident: Severe weather conditions

Emirates Post Group, informs other Union member countries and their designated operators that severe weather conditions have been affecting postal services since 16 April 2024.

As safety is the primary concern, the collection and delivery of all inbound and outbound mail (letter-post, parcel-post and EMS items) have been disrupted across all cities in the United Arab Emirates.

Suriname

Incident: IT issues

Suriname Postal Corporation (Surpost), informs that it has been experiencing technical issues regarding its e-mail server since 1 April – 22, 2024.

These issues include:

  • delayed e-mail delivery, which has affected response times and project timelines
  • missing or incorrectly sorted inbound e-mails, resulting in difficulties in tracking and responding to important messages.

Belgium

Reported: April 22, 2024
Incident: Strike

Belgium, bpost, informs that the major unions within bpost had a strike, commencing at 00.01 CEST (UTC+2) on Monday, 22 April 2024. This affected letter and parcel deliveries, as well as bpost’s domestic and international logistics network.

Furthermore, bpost’s facilities was not be reachable by road or air transport, and bpost was not be in a position to accept and process any inbound mails, nor to process and dispatch outbound mails.

As a consequence, designated operators were kindly requested to withhold their export volumes for all categories of mail (letter post, parcel post and EMS, as well as open and closed transit services) scheduled to arrive in Belgium on 22 April 2024. At this point in time, the possibility that the industrial action might last beyond 22 April could not be ruled out.

Sudan

Reported: April 23, 2024
Incident: Resumption of postal services

Sudanese Postal Services Company (Sudapost), informs that it has relocated its main office of exchange to Port Sudan (IMPC code: SDPZUA) and has restored its database.

As a result, Sudapost will be able to process inbound and outbound mail (letter post and parcels), transported by surface and air, with effect from 1 May 2024.

Italy

Reported: April 24, 2024
Incident: Operational issue with reprinting operational forms

Poste Italiane, informs that it is experiencing operational issues with the activity of reprinting CN31/CN33/CN16 forms, in conjunction with the migration to the new IPS 2022 version.

As an alternative to the forms, if requested by the destination designated operator, Poste Italiane will be able to provide:

IPS print screen containing CN31 necessary information – for CN31, CAPE report on item level details – for CN33/CN16.

Mauritius

Reported: April 26, 2024
Incident: Heavy rainfall

Mauritius Post, informs that the National Crisis Committee asked public- and private-sector workers to remain at home on Monday, 22 April 2024 because of torrential rainfall in the country. All post offices, delivery offices, offices of exchange (MUPLUA/MUPLUB/MUPLUC) and call centres are currently closed.

This affects the collection, transportation and processing of both inbound and outbound letter post, parcel post and EMS, leading to delay in the delivery of mails across the country. Mauritius Post opened a force majeure case until April 26 when the situation was under control again and everything was back to normal.

Senegal

Reported: April 26, 2024
Incident: Issues with EDI message transmission

Société Nationale La Poste (SN La Poste), informs other Union member countries and their designated operators that, as a result of technical issues that have been affecting its information system since January 2024, the transmission of EDI messages (EMSEVT, PREDES, RESDES, CARDIT, PRECON, RESCON, etc.) via IPS is disrupted.

Société Nationale La Poste is making every effort to ensure that the transmission of EDI messages is restored to normal as quickly as possible.
