Incident Bulletin 8th March 2024

The Incident Bulletin is sent once a week, when there are major incidents to report affecting postal distribution.

This week’s bulletin contains information about Greece, Italy, Australia, Belarus, Slovakia and Mauritius.

Greece

Reported: February 27, 2024
Incident: Strike actions

The Association of the Civil Servants announced a 24-hour strike on Wednesday, the 28th of February. Also the air traffic controllers announced their participation in the strike. These actions affected both international and domestic mail collection and delivery.

Italy

Incident: Strike – back to normal

Poste Italiane, informs other countries and their designated operators that the trade union agitation involving the personnel of Poste Italiane’s commercial handler at Malpensa airport, was suspended thanks to the mediation of the local authorities, which led to the resumption of negotiations between the involved Parties. Postal operations are gradually returning to normal. Poste Italiane pledges to inform other countries and their designated operators of any possible further demonstrative actions, should they occur.

Australia

Incident: Buishfires – back to normal

Australia Post, informed that bushfires in regional Victoria have been impacting the collection and delivery of all mail products in postcode areas 3352, 3373, 3467, 3468, 3477, 3478, 3469, 3370 and 3352. There has also been impacts on mail flows into and out of Australia, owing to issues transporting the mail to/from certain areas. Australia Post has therefore declared a case of force majeure with effect from 28 February 2024. This issue is now resolved and everything is back to normal since March 8th.

Belarus

Incident: IT problems

Belarus, Belpochta, informs that it will be conducting maintenance operations with regard to the IPS system on 16 and 17 March 2024, in connection with its transition to IPS 2023. On the aforementioned dates, periodic interruptions to IT applications/services are to be expected and Belpochta will be unable to provide all tracking elements and EAD messages (EMSEVT, ITMATT, PREDES, RESDES, PRECON, RESCON and CARDIT).

Furthermore, the accounting database and processes may be affected, which may result in difficulties and delays in providing UPU documentation for mail exchanges.

Slovakia

Reported: March 6, 2024
Incident: Interruption of EDI messages

Slovenská pošta, a.s., informs that the transmission of EDI messages will be interrupted from 12.30 CET (UTC+1) on Saturday, 9 March to 20.00 CET (UTC+1) on Sunday, 10 March 2024, because there will be a shutdown of information systems owing to the complete migration of the technical infrastructure to new, reconstructed data centre premises operating to a higher standard.

Slovenská pošta will make every effort to minimize any potential issues, but there may be delays in EDI message transmission during the migration. Slovenská pošta will ensure that all EDI messages that should have been sent during the interruption are transmitted as soon as the information systems are back online.

Mauritius

Incident: Back to normal

Mauritius Post, informs that the operational difficulties caused by Severe Tropical Storm Eleanor have now been resolved.

Finland

Reported: March 8, 2024
Incident: Union stiker announced

The Finnish Transport Workers Union AKT has announced a stevedores’ strike starting on 11.3. and lasting two weeks. If the strike takes place, it will affect the operation of all ports in Finland. PostNord is not a target of AKT’s strike measures and the strike has no direct effects on PostNord operations. The strike also has no impact on domestic transport.

PostNord strive to secure export transport and import traffic from the Nordic countries thanks to own fleet. If the ports will be closed, however, transports are transferred to ground transports as needed, which can cause delays especially for shipments arriving from Germany and Central Europe. If the strike occur, it may cause disruptions to the distribution of fuel, but there is no more detailed information about effects on our transport operations yet.
