Incident Bulletin 5th January 2024

The Incident Bulletin is sent once a week, when there are major incidents to report affecting postal distribution.

This week’s bulletin contains information about Greece, Denmark, Thailand, Algeria, Indonesia, Japan and Spain.

 

Greece

Reported: December 27, 2023
Incident: Issues regarding ITMATT
 
Greece, Hellenic Post, informs that it has been experiencing issues regarding the creation and sending of ITMATT messages (mailbox GR501) which now have been resolved.

Denmark

Reported: December 27, 2023
Incident: Resumption of data transmissions for EMSEVT events for items to and from Greenland
 
Further to EmIS 176/2023, PostNord Danmark, informs that data transmissions have been back to normal since 11 December 2023. Data for the period between 23 November and 11 December was transmitted on 19 December.

Thailand

Reported: December 27, 2023
Incident: Floods
 
Thailand Post, informs that, owing to torrential rains in southern Thailand, severe flooding has submerged roads and railways, forced schools to close, and left some residents trapped in their homes.
 
Consequently, blockages in road networks are causing delays in the transport and delivery of postal items (letter post, EMS and parcels) to addressees. The affected postcode areas are as follows: 90XXX, 91XXX, 94XXX, 95XXX and 96XXX.

Algeria

Reported: December 27, 2023
Incident: Relocation of office of exchange “Alger Colis Postaux”
 
Algérie Poste, wishes to inform other Union member countries and their designated operators of the current disruption to postal operations owing to a force majeure situation (beyond its control) associated with the imminent relocation of the “Alger Colis Postaux (Alger CP AO)” office of exchange (IMPC code : DZALGB).
 
This situation is hampering the normal processing of inbound and outbound mails and causing delays in the delivery of items.  The situation is expected to return to normal by the end of January 2024.

Indonesia

Reported: December 30, 2023
Incident: IPS upgrade
 
Post Indonesia, informs that the Jakarta and Denpasar offices of exchange (IMPC codes IDJKTA, IDJKTB, IDJKTC and IDDPSA) are upgrading to IPS 2022. As a result, delays in electronic advance data transmissions should be expected from 8 to 21 January 2024.

Japan

Reported: January 2, 2024
Incident: Earthquake
 
Japan Post Co., Ltd, wishes to urgently notify that the delivery of all types of inbound mail (letter-post, parcel-post and EMS items) is being delayed in the following areas, owing to damage caused by the earthquake that struck the Hokuriku region on 1 January 2024:
 

  • Niigata, Toyama, Ishikawa and Fukui prefectures: all areas;
  • parts of Hokkaido, Yamagata, Nagano and Hyogo prefectures.

 
There is no impact on international traffic and exchange office operations, including customs clearance. Japan Post is accepting all inbound mails as usual.

Spain

Reported: January 5, 2024
Incident: 4-day strike Ground staff at IAG-owned Iberia airlines
 
S.E. Correos y Telégrafos S.A., informs that, Ground staff at IAG-owned Iberia airlines, after talks between unions and the company failed, have confirmed a 4-day strike, that started at 00:01 CEST on the 5th of January and will last until the 8th of January at 23:59 CEST. It is expected to have an impact on both inbound and outbound mail handling, in Spanish airports.
Although measures will be taken at the airmail units to mitigate the impact, it is expected to extend beyond the end of the strike.
