Thailand

Incident: Floods

Thailand Post inform that continuing rains in the central and north-eastern parts of Thailand have led to floods in some provinces. Consequently, blockages in road networks have caused delays in transporting and delivering mail items (letter post, EMS and parcels) to addressees. The affected postcode areas are as follows: 10530, 12xxx, 13xxx, 24xxx, 30xxx, 34xxx, 36xxx, 40xxx, 46xxx, 65xxx, 66xxx and 67xxx.


Palestine

Incident: Disruption to postal services

Pursuant to Congress resolution C 115/1999 as well as Council of Administration ‎resolutions 4/2008.3, 1/2012.1 and 2/2020.1, Palestine inform that its postal services are currently subject to disruption owing to the ongoing situation in the region. This will apply until further notice.

 

Israel

Incident: Update on severe military situation

Israel Postal Company (Israel Post), inform that it is continuing to provide all postal services, inbound and outbound, countrywide. In the areas most heavily impacted by the conflict, the necessary measures have been taken to ensure that all postal items are delivered to customers. Where delivery points are closed, Israel Post has found alternatives. Where the entire population of a locality has been displaced, items are forwarded to the addressees’ new location. Throughout the country, the retention period for unclaimed items has been extended to 30 days before they are returned. unknown. 


France

Incident: Difficulties relating to the launch of ICS2

La Poste, inform that, on 2 October 2023, it experienced technical difficulties relating to the launch of the European Union’s Import Control System 2 (ICS2) Release 2. As a result, La Poste’s information systems were unable to transmit the status of ICS2 declarations to origin designated operators from 2 to 6 October 2023. La Poste was once again able to transmit the status of ICS2 declarations with effect from the end of the day on 6 October 2023. However, it is technically impossible to recover the data from 2 to 6 October 2023.

In view of these difficulties, La Poste would like to remind other Union member countries and their designated operators that, further to the recommendation provided in the UPU position paper on electronic advance data (EAD) flows 3, 4 and 4+ (document POC 2020.2–Doc 2c), origin designated operators are encouraged to dispatch international postal items two hours after the transmission of ITMATT messages (in the event that no feedback is received from destination), in order to avoid hampering international postal flows.


Italy

Incident: Italy National 24hr Strike 20.10.2023

Poste Italiane, inform that some Italian unions have announced a 24-hour strike, on October 20th 2023 involving ground handlers and all other airport services personnel, in all Italian airports. There could be significant repercussions on all cargo services, such that we cannot guarantee regular service and that consequently there could be slowdowns even on the immediately following weekend. Indonesia

Incident: Delays in delivery of all international inbound items

Pos Indonesia, inform that, as result of the implementation of new import regulations by Indonesian Customs, delays in the delivery of all international inbound items should be expected from 17 to 24 October 2023.


Israel

Incident: Update on severe military situation

Israel Postal Company (Israel Post), inform other Union member countries and their designated operators that, as a result of the ongoing conflict and severe military situation in Israel, it is currently unable to deliver postal items to, or receive them from, the Gaza Strip. Therefore, there will be no postal exchanges with the Gaza Strip until further notice.
