Incident Bulletin 13th October 2023

This week’s bulletin contains the latest information about Malta, Philippines, Israel, China, Iceland.

Malta

Report date: 9 October 2023
Incident: IT Issues impacting processing of items

MaltaPost p.l.c. informs about IT issues that were prohibiting the processing of tracked items and the transmission of EMSEVT data. Problem solved October 10.

Philippines

Report date: 12 October 2023
Incident: Philippines – Back to normal following fire at Manila Central Post Office

LPHLPost, wishes to inform that the situation has now improved and all postal operations have returned to normal.

Israel

Report date: 10 October 2023
Incident: Israel, Severe military situation

Israel Postal Company (Israel Post), would like to inform that, as of 7 October 2023, Israel has entered a complex and severe military situation, in which a state of war has been declared by the Israeli government, following the firing of thousands of rockets towards Israeli population centres, and attacks by Hamas on Israeli towns near the Gaza Strip, which have killed hundreds of civilians and injured thousands. The situation is difficult, and the consequences still unclear.

Israel Post is an essential service provider, and it is doing its utmost to maintain its service level under the state security guidelines.

However, as there are some flight cancellations, closed roads (especially in the south, but also in the centre of the country), and security restrictions in opening service points and in reaching sensitive and closed areas, there will be an impact on performance and service-level agreements. The scope of the impact is still unknown.

To prevent a cyberattack, Israel Post has shut down the use of its track and trace system from abroad. Nevertheless, the sending and receipt of EDI messages is unaffected.

China

Report date: 12 October 2023
Incident: Hong Kong, China – Typhoon Koinu

Hongkong Post, informs that a tropical cyclone warning was raised at 12.40 on 8 October 2023. This situation caused disruption to the processing and conveyance of all inbound, outbound and local mail. As a result, quality of service is affected, including for inbound and outbound EMS, air parcels and registered airmail. Hongkong Post expects that it will take a few days to clear the backlogs and restore normal operations.

Iceland

Report date: 12 October 2023
Incident: Iceland Post (IS) – EDI messages missing due to IT issues

Iceland Post informs that due to an IT issue some EDI messages are missing from Iceland Post. So far it has been determined that some PREDES, PRECON and EMC messages are missing. As far as we have been able to determine the missing messages are for whole dispatches but there is no trend to which dispatches are missing EDI messages. The problem started on Sunday 8th of October. The matter is being investigated by our IT department and we hope to be able to send the messages when the issue has been solved.
