Incident bulletin 24th May 2019

Incident bulletins are sent weekly with information about situations that affect postal distribution.

This week’s bulletin contains updates about: Italy, USA, Jamaica, Saudi Arabia, Lebanon, Philippines, San Marino, Poland, Mali.


Italy – update

Start date: 19th May
End date: 25th May

The designated operator of Italy, Poste Italiane, asks us to informs that the delays resulting from the overnight closure of Cagliari Airport concern letter-post items only; parcels and EMS items are unaffected.

United States

Start date: 22nd May
Expected end date: 23rd May

Severe weather affects road traffic: adverse weather in several Great Plains and Midwest States resulted in flooding and landslides, affecting road traffic since May 22. More inclement weather is likely to continue in the area until May 23. Further disruptions should be expected in the coming days.

Jamaica – back to normal

Start date: 14th May
End date: 21st May

The designated operator of Jamaica, Jamaica Post,  informs that, effective Tuesday, 21 May 2019, it has resumed full operations at its international mail processing centre following the shutdown caused by noxious fumes. However, there will be some delays over the next couple of weeks (21 May to 7 June 2019) to clear the backlog of mail that has built up since Tuesday, 14 May 2019.

Saudi Arabia

Start date: 24th May
End date: 7th June

Saudi Arabia customs are currently experiencing processing delays of up to 48 hours. This is due to a high volume of imports into the country during the period of Ramadan, leading up to Eid.



Start date: 17th May
End date: 23rd May

The designated operator of Lebanon, LibanPost, informs other Union members that the workers responsible for mail clearance have been on strike since Friday, 17 May 2019.
As a result of this strike, there was no clearance of inbound and outbound flows, resulting in delays in mail, parcel and EMS processing.
The customs strike has ended on the 23 May and clearance of letter and parcel post and EMS items is gradually resuming.


Philippines – back to normal

Start date: 22nd April
End date: 26th April

The designated operator of the Philippines, Philippine Postal Corporation, informs that postal services in the areas affected by the earthquake on 22 April 2019, including Lubao and Porac, returned to normal as of 26 April 2019.

San Marino

Start date: 13th May
End date: Ongoing

The designated operator of San Marino, Poste San Marino, informs that strike action by Poste San Marino employees since Monday, 13 May 2019 may lead to delays in delivery of letters and parcels.

Further updates will follow once the situation has returned to normal.

Technical problems


Start date: 22nd May
End date: 22nd May

The designated operator of Poland, Poczta Polska, informs that there was a problem with transmission of EDI data for international mail which has been resolved, and EDI transmissions resumed on the evening of Wednesday, 22 May 2019.


Start date: 16th May
End date: Ongoing

The designated operator of Mali, La Poste du Mali, asks us to inform other Union member countries and their designated operators that, owing to an electrical incident on 16 May 2019, the Internet connection has been disrupted in certain offices (IMPC codes MLBKOA, MLBKOB and MLBKOC).

As a result, all data capture operations for inbound and outbound mail have been affected. Certain administrative tasks and customer inquiries handled by the customer service centre have also been impacted.

Further updates will be issued once the situation has returned to normal.
