Incident Bulletin 21st of August 2020

This week’s bulletin contains the latest information about British Virgin Islands, China, Hong Kong, Ireland, Suriname, Vietnam.

British Virgin Islands

The designated operator of the British Virgin Islands, BVI Post, wishes to inform that, owing to the COVID-19 pandemic, the borders remain closed to passenger aircraft. However, the curfew has now been lifted.
At this time, BVI Post can only receive mail arriving by cargo aircraft and surface transport. Furthermore, it cannot guarantee compliance with the quality of service and delivery standards applicable under UPU provisions, for all classes of inbound and outbound mail, until further notice.

Hong Kong, China

The designated operator of Hong Kong, China, Hongkong Post, informs that the special working arrangements for government employees are being extended for a further week, from 17 August 2020 to 23 August 2020.
The force majeure situation previously announced therefore remains in place, affecting the processing and delivery of all types of mail, including outbound and inbound EMS, parcel-post and letter-post services, with an impact on quality of service.

Ireland

Start date: 19th August
End date: Ongoing

Due to Storm Ellen which has hit the Irish West coast on the 19th August and has been travelling towards Irish Sea and mainland UK, there is at least 24h delay on Irish shipments to be expected.

Suriname

The designated operator of Suriname, Suriname Postal Corporation (SURPOST), informs that Suriname is still experiencing a rapid increase in the number of COVID-19 infections. Consequently, the local authorities have intensified the partial lockdown and have limited gatherings in enclosed spaces.
To protect its staff and customers, SURPOST has suspended a number of services across the entire postal chain until further notice. Other designated operators may still dispatch mail to Suriname, but the processing and delivery of mail will be delayed. Proof of delivery will not be provided for the time being.

Vietnam

The designated operator of Viet Nam, VNPost, informs that, in accordance with the governmental order issued in response to recent cases of COVID-19, the measures implemented to minimize the spread of the virus are applicable in provinces and cities where its offices of exchange are located. As a result, the IT system for mail operations at the Hanoi ND office of exchange (IMPC code: VNHANA) will be subject to disruption from 19 to 26 August 2020.
This disruption may affect the exchange of EDI messages between VNPost and other designated operators and air carriers.
Other activities relating to inbound and outbound mail flows are functioning as normal, in accordance with the UPU Convention and Regulations, and any other relevant agreements. However, the force majeure situation previously announced continues to apply, with an impact on quality of service for all types of mail, including inbound and outbound letter-post, parcel-post and EMS items.
