Incident bulletin 1st March 2019

Incident bulletins are sent weekly with information about situations that affect postal distribution.

This week’s bulletin contains updates about: USA, Canada, Australia, Brazil, Chile, Guatemala, Tonga, India, Mexico.

 

United States, Canada

Start date: 24th February
End date: Ongoing

Severe winds affect airport operations: adverse weather has affected airport operations in northeastern United States and southeastern Canada. In particular, the affected U.S. states are New York, Massachusetts, Vermont, Connecticut, Rhode Island, New Jersey, Pennsylvania, Ohio, Illinois, and Indiana. In Canada, the affected provinces are Quebec, Ontario, New Brunswick, and Nova Scotia.

Australia – back to normal

Start date: 1st February
End date: 25th February

Australia Post informs other Union member countries and their designated operators that it is regaining access to the areas that were most severely impacted by the recent rain and floods, and normal collection and delivery of all mail products are resuming.

Brazil

Start date: 26th February
End date: Ongoing

Heavy rain disrupts flight operations: heavy rains led to a high number of flight cancellations at Sao Paulo’s Guarulhos International Airport, Brazil’s principal international airport, on February 26. Delays in air mail going through the port were likely to occur.

Chile – back to normal

Start date: 7th February
End date: 28th February

The designated operator of Chile, Correos de Chile, asks us to inform other Union member countries and their designated operators that postal services are back to normal in Arica and Parinacota.

Guatemala – back to normal

Start date: 20st February
End date: 1st March

The designated operator of Guatemala, Correos y Telégrafos, asks us to inform other Union member countries and their designated operators that postal services for all inbound letter-post, parcel-post and EMS items will resume on 1 March 2019.

Tonga

Start date: 27th February
Expected end date: 4th March

The designated operator of Tonga, Tonga Post Ltd, asks us to inform other Union member countries and their designated operators that Tropical Cyclone Pola is expected to hit Tonga, causing strong winds and heavy rain, which may affect all mail operations in the next couple of days.

India

Start date: 27th February
End date: 28th February

Significant flight disruption reported: multiple airlines have cancelled services to India due to heightened tensions with Pakistan and an associated airspace closure in Pakistan, including Qatar Airways and Air Canada. Thai Airways suspended all flights departing to and from Bangkok (Suvarnabhumi Airport) to multiple European airports until February 28.

Mexico – changes in customs policy

Start date: 1st March

The designated operator of MEXICO would like to inform the designated operators of other Union member countries that the customs authority of Mexico has made changes to its customs policy concerning merchandise sent by mail. Postal items containing merchandise with a declared value of over 50 USD will be subject to the payment of import taxes as determined by the customs authority. This rule takes effect on 1 March 2019.
