Incident Bulletin 18th of February 2022

This week’s bulletin contains the latest information about Jamaica, Madagascar, Portugal, Russian Federation, Ukraine and Direct Link’s system.

 

Jamaica

Further to Incident Bulletin 7/01/2022, the designated operator of Jamaica, Jamaica Post, had informed that the Government of Jamaica has extended the national curfew until 25 February 2022.
 
As a result, revised working shifts/hours will continue to apply across the entire postal network, affecting sorting operations, mail delivery and the dispatch of mail vans, as well as the timely provision of EDI messaging updates and responses to online customer inquiries.
 
The force majeure situation previously announced continues to apply, with an impact on quality of service for all types of mail, including inbound and outbound letter-post, parcel-post and EMS items.

Further to Incident Bulletin 4/2/2022, Jamaica Post wishes to inform other that flood waters have receded, and subsequent clean-up operations have made it possible to resume postal services.


Madagascar

Further to Incident Bulletin 4/02/2022, the designated operator of Madagascar, Paositra Malagasy, had informed us that the cyclonic conditions are over. Consequently, postal operations and domestic flights have resumed with effect from 10 February 2022.

 

Portugal

The designated operator of Portugal, CTT Correios de Portugal, would like to inform that, owing to the ongoing situation in Portugal with regard to COVID-19, the state of calamity announced by the Government of Portugal continues to apply throughout the country.

Portugal is experiencing a fifth wave of the pandemic with unprecedented numbers of infections, including among the staff of CTT Correios de Portugal. This has resulted in a high rate of absenteeism and, consequently, unpredictable disruption to the provision of services.

The processing of outbound mail (letter-post, parcel-post and EMS items) is still subject to delays owing to continuing uncertainty regarding international transport, and transit à découvert and closed transit operations for both letter mail and parcels via Portugal remain suspended for the time being.
 

Russian Federation

Incident: Changes to customs procedures

The designated operator of the Russian Federation, Russian Post, had informed us that, as a result of organizational changes by the Russian customs authorities, there have been changes to operational and customs clearance procedures at customs units at Russian inbound and outbound airport zones, especially in Moscow and at Sheremetyevo International Airport (SVO) in particular, effective from 1 February 2022.
 
Specifically, airlines or their ground handling agents must issue the internal transit declaration to transfer mail from the aircraft to the Russian Post airmail unit (AMU) after offloading. This additional procedure requires additional resources, particularly with regard to staffing. In order to move mail between premises that are under the responsibility of different customs authorities, air carriers must follow the customs transit process and provide postal transport documents (CN 38, CN 41, CN 47 or CN 46) to the customs authorities. This process is causing temporary difficulties for air carriers that use the services of the SVO cargo terminal.
 
These changes to customs clearance procedures do not affect surface mail items or transit mail that is transported via the Russian Federation (including airmail).
 
Russian Post is making every effort to resolve related administrative issues at Russian airports in order to stabilize this situation. 
 

Ukraine

Incident: postal service update

The designated operator of Ukraine, Ukrposhta, wishes to inform that, following an announcement by the Ukrainian Ministry of Infrastructure on 13 February 2022, the airspace over Ukraine remains open and, consequently, Ukrposhta is continuing to process international outbound and inbound mail on a regular basis.

As the designated national postal operator, Ukrposhta continues to receive, process and transport postal items to and from 230 countries and territories. All four offices of exchange and all sorting facilities are fully operational. Currently, Ukrposhta has direct contracts with 15 leading airlines, including UIA, Lufthansa, airBaltic, Turkish Airlines, LOT, KLM and Czech Airlines. Together with its partner Windrose, Ukrposhta will continue dispatching cargo charter flights to New York JFK Airport for transportation of export items and from Hong Kong to Kyiv for transportation of imports.

If need be, Ukrposhta is ready to promptly deploy a plan, which was already tested previously, for combined delivery of postal items in all necessary directions, and to restore road connections between Kyiv and key transit airports in Europe, to be able to deliver mail to airline partners outside Ukraine.

Incident: major update of our information security
 
Direct Link will implement encryption of our Tracked Plus database. This is major update of our information security.
Planned date for this is the 22nd February at 12:00 UTC/13:00 CET.
 
Our websites and APIs will not be available at for up to two hours.
Direct Link’s public tracking site will probably display maintenance message during the outage (tbc).
API’s will be responsive , but cannot process any information, including manifest API, tracking API and bagscan API.
BS1 Clients using API will also get error messages.
 
Service that use (S)FTP(s) will be alive but no incoming files will be processed during the outage.
This includes manifest/EDI produced from Nshift(Consignor) systems.  The files will be processed when the database is up again.
We will inform you when the systems are available again.
